qmail not RFC compliant with MX records [message #95436]

Does this statement sound true?

If qmail goes to the highest priority MX record and there is no reponse, it will then go to the next MX record. However, if that first server responds with a temporary error, it will not move to the next record.

I wonder if some of the problems people see are because of this, if this is indeed true.
