I believe you have to reboot the xen VM 1 time after making the change...

Resize HDD in windows VM's (Xen) does not work.

I also tested it with someones xen server but no luck.

Try to understand how you can do it with LVM tools but i dont know if it works....

I'm curious how this works with a windows host. Typically windows formats ntfs or fat, these cannot shrink, and I'm not sure if they can grow either...

makes me wonder, as I've not run windows on xen (on vmware you cannot change the disk space, only add more disks).

Here are the steps to resize the VPS HDD under HyperVM/Xen:

1) rise the HDD limit in HyperVM
2) resize the LVM's logical volume (use lvextend)

3a) if you are using ext3 filesystem, use resize2fs to resize the actual OS partition (it can be mounted while resizing)

3b) if you are using Windows, you can try the Microsoft's DISKPART utility or any number of commercial utilities such as Acronis, Easeus, Paragon, etc. to resize the actual OS partition.

I have not done this with Windows/Xen combination but I see no reason why it shouldn't work.
