To install the initial it looks for /home/wincd.img. This can be a symlink to the iso. It can be any ISO at all. Basically "Windows" in HyperVM is just an HVM installation as opposed to a PV.
As for needing a fresh install of Windows everytime, I don't think this is true. I haven't tested it in HyperVM yet, but you should be able to do an installation, run sysprep to generalize it and add other automations like the CD key, and then capture this image and create your own bootable CD that would then deploy the image. I'll eventually be working on this myself and can do a write up once I have it complete.
