When the bugs and features targeting the version are completed. You can see them at http://project.lxcenter.org/projects/kloxo/roadmap .

But these can be bumped to the next version if not completed and/or tested in reasonable time so the deadlines can be a little inaccurate.

Either way, it usually happens over the weekend (depending on contributors schedules) unless it is a critical bug or security fix.
