Windows security typically involves creating services, since windows doesn't allow setuid. If you are writing a large program, have your program run as a normal user, have another service run as the system, and then whenever you want any system actions done, you can communicate with that.
BUt generally speaking, with win 2003, Microsoft finally seems to be taking security seriously. We will have to see what is the future.
